Two stages, different milestones

Officials celebrated the opening of 386 permanently affordable apartments at Innovative Urban Village in East New York on October 15. At the same event, the next phase reached its structural topping-out milestone. That portion is intended to deliver another 453 homes and a child care facility.

The development occupies the Christian Cultural Center campus. The full plan calls for nearly 2,000 affordable apartments in ten buildings, together with retail, community services, a performing arts center and about three acres of publicly accessible outdoor space, the city says.

What completion means

The distinction between an opening and a construction milestone matters. The first set of homes has been delivered; topping out the next phase does not mean those additional apartments are ready for residents. Finishing work and the remaining steps toward occupancy still separate construction progress from a completed home.

For prospective residents, a project announcement should be the beginning of a search for current application and eligibility information. It should not be read as a promise that a particular household qualifies or that an apartment is immediately available.
